Abstract: THE RCS FEDERAL STANDBY PLAN GOVERNS IMPLEMENTATION OF THE RCS PROGRAM BY LARGER REGULATED UTILITIES IN STATES WHICH DO NOT HAVE APPROVED RCS PLANS OR WHOSE PLANS ARE BEING IMPLEMENTED INADEQUATELY. THIS CLEARANCE REQUEST, TO BE IMPLEMENTED WHEN APPROVED, IS FOR THE INITIAL IMPLEMENTATION PROCEDURES AND ANNUAL REPORTS FROM UTILITIES COVERED BY THE PLAN.
