Terms of Clearance: In accordance with 5 CFR 1320.13 this paperwork is disapproved because the practical utility of the burden imposed has not yet been justified. Given the exemption criteria and 21 day EPA review, an extensive expert's report appears to be unecessary. The need for such information is also questionable considering that EPA intends to impose reporting requirements and use restrictions on chemicals that pass through the exemption process. Futhermore, the burden of the five year reporting requirement is also not yet justified. In summary, the paperwork requirements do not seem to be necessary for EPA to make a "no unreasonable risk" finding.
