Abstract: 46 USC 445 AUTHORIZES THE SECRETARY OF TRANSPORTATION TO EXEMPT ANY OCEANOGRAPHIC RESEARCH VESSEL, BY REGULATION, FROM PROVISIONS OF TITLE 52 OR 53 OF THE REVISED STATUTES THAT HE SPECIFIES WHICH GOVERN THE SHIPMENT, DISCHARGE, PAYMENT AND PERSONAL OUTFITTING OF MERCHANT SEAMAN.
