Abstract: IN ORDER FOR THE FMC TO IMPLEMENT SECTION 311(P) OF THE FEDERAL WATER POLLUTION CONTROL ACT, AMENDED BY THE CLEAN WATER ACT OF 1977, REGULATONS WERE NEEDED. THEREFORE, GENERAL ORDER 40 (P.L. 95-217) WAS ADOPTED.
