THAT ANALYSIS TO EPA, TOGETHER WIT RECOMMENDED ALTERNATIVE
REQUIREMENTS. EPA WILL APPROVE THE RECOMMENDA TIONS, BASED ON
ADHERENCE OF THE SUPPORTING ANALYSIS TO REG. CRITERIA.
