Abstract: THE COMMUNITY DEVELOPMENT SPECIAL PROJECT PROGRAM ENABLES HUD TO AWARD GRANTS TO STATES AND UNITS OF GENERAL LOCAL GOVERNMENT, SUBJECT TO AVAILABILITY OF FUNDS, FOR SPECIAL PROJECTS THAT ADDRESS COMMUNITY DEVELOPMENT NEEDS CONSISTENT WITH THE PURPOSES OF TITLE I OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974. ONLY STATES OR UNITS OF GENERAL LOCAL GOVERNMENT ARE ELIGIBLE TO SUBMIT PROPOSALS OR APPLICATIONS.
