Abstract: THE PURPOSE OF SECTION 614 OF THE ACT IS TO ALLOW A SUBSIDIZED OPERATO GREATER FLEXIBILITY OF OPERATIONS THROUGH THE SUSPENSION OF ITS ODS AGREEMENT FOR ALL OR A PORTION OF ITS VESSELS AND REDUCE THE DEPENDENCE ON MARITIME SUBSIDIES. THOSE VESSELS WHICH ARE SUSPENDED MAY OPERATE IN ANY FOREIGN TRADE WITHOUT THE CONTRACTUAL RESTRICTIONS OF THE ODS AGREEMENT.
