Terms of Clearance: This paperwork is disapproved because it does not appear to have practical utility. The Tennessee Valley Authority is therefore not authorized under 5 CFR 1320 to administer the Shower Bath Economizer Initial (and Followup) Questionnaire(s) to the thirty households. The Shower Bath Economizer is an unmarketed product. In administering this survey, the TVA will assess this product's marketing feasibility for its manufacturer. This questionnaire does not appear to be an effort to promote efficient utilization and conservation of electric energy resources, amd may thus be inconsistent with the Authority's prescribed statutory functions. Furthermore, it appears that the TVA Act does not empower the Board to cooperate with individual entrepreneurs to test and/or market an undeveloped product.

Abstract: TVA NEEDS INFORMATION IN THIS PROPOSED COLLECTION TO DETERMINE THE EFFECTIVENESS AND PUBLIC ACCEPTANCE OF A SHOWER BATH ECONOMIZER PRIOR TO PROMOTING IT AS AN ENERGY CONSERVATION DEVICE. RESPONDENTS WILL BE RANDOMLY SELECTED HOMEOWNERS WHO AGREE TO PARTICIPATE IN THIS ENERGY CONSERVING DEVICE TESTING PROGRAM.
