Abstract: THE PUBLIC TELECOMMUNICATIONS FINANCING ACT OF 1978 AUTHORIZES GRANTS TO BE AWARDED FOR THE PLANNING AND CONSTRUCTION OF PUBLIC TELECOMMUNICATIONS FACILITIES. IN ORDER TO MONITOR THE USE OF GRANT FUNDS, GRANTEES ARE REQUIRED TO SUBMIT CERTAIN REPORTS ANNUALLY.
