Abstract: THE WEATHERIZATION ASSISTANCE PROGRAM WAS ESTABLISHED TO WEATHERIZE THE HOMES OF LOW-INCOME PERSONS, PARTICULARLY THOSE WHO ARE ELDERLY AND/OR HANDICAPPED. THE PROGRAM IS INTENDED TO REDUCE NATIONAL ENERGY CONSUMPTION, PARTICULARLY OF IMPORTED OIL, AND TO REDUCE THE IMPACT OF HIGHER FUEL COSTS ON LOW-INCOME FAMILIES.
