Abstract: EPA REQUIRES, IN COMPLIANCE WITH OMB CIRCULAR A-102, THAT RECIPIENTS O EPA ASSISTANCE MAINTAIN A COST/PRICE ANALYSIS ON FILE. IF THE RECIPIENT DOES NOT CERTIFY ITS PROCUREMENT SYSTEM IN CONFORMANCE WITH 40 CFR 33 33.110, IT MUST SUBMIT THE DOCUMENTED ANALYSIS TO EPA UPON REQUEST. THE AGENCY USES THE DATA TO NEGOTIATE PROCUREMENTS AND TO VERIFY THAT COSTS/PRICES ARE REASONABLE.
