Abstract: THE FHWA HAS THE RESPNSIBILITY TO ADMINISTER AND MONITOR THE CONTROL OF OUTDOOR ADVERTISING AND JUNKJARDS AS IMPLEMENTED BY THE STATES AND MANDATED BY THE U.S. CONGRESS IN 23 U.S.C. 131 AND 136. FORM FHWA-1424 IS ESSENTIAL TO THIS RESPONSIBILITY AND TO RESPOND TO CONGRESSIONAL INQUIRIES AND OTHERS.
