resubmission should include a more precise description of the
relatonship between the FmHA's analysis of housing subdivision
proposals and the three-stage approval process described here, if
the process itself does not change as a result of the new
legislative initiatives. In any case, the relationship should be
more clearly defined and described. This request for additional
justification is not intended to undermine the quality of this
submission, which is particularly good.

OTHER PUBLIC AUTHORITY REQUIREMENTS TO ASSURE THAT BUILDING SITES
