UNNECESSARILY PRESCRIPTIVE. IN ADDITION, THE NPRM SHOULD SOLICIT
COMMENTS ON ALL RECORDKEEPING REQUIREMENTS IN SUBPART Q. HHS SHALL
ALSO SUBMIT BURDEN CALCULATIONS FOR ALL REQUIREMENTS CURRENTLY
IMPOSED UNDER SUBPART Q WITHIN 60 DAYS OF THIS ACTION.
