DESIGNED TO RETRIEVE DATA ON THE INSTITUTIONAL STATUS OF
BENEFICIARIES PARTICIPATING IN A LIMITED NUMBER OF RISK-SHARING HMO
DEMONSTRATIONS. UNFORTUNATELY, THIS DATA WILL BE USED TO DEVELOP A
METHODOLOGY AND AN AAPCC RATE WHICH MAY BE INDEPENDENT OF AND
INCONSIS TENT WITH THE RATES ESTABLISHED BY THE HCFA ACTUARY FOR
THE NATIONAL HMO COMMUNITY UNDER TEFRA. TO DATE HCFA HAS NOT
PUBLISHED REGULATIONS EITHER DESCRIBING THE METHODOLOGY FOR
CALCULATING THE AAPCC OR ESTAB LISHING THE RATES. ANY FUTURE
CLEARANCE REQUEST MUST REFLECT A WELL INTEGRATED METHODOLOGY FOR
ESTABLISHING AN AAPCC RATE FOR ALL HMOS WHICH IS CONSISTENT WITH
THE TEFRA PROVISIONS.

HCFA IS SPONSORING A NUMBER OF HMO
DEMONSTRATION PROJECTS THAT ARE REIMBURSED ON AN AAPCC PROSPECTIVE
BASIS. TO ESTABLISH EFFECTIVE RATE A SURVEY OF NURSING HOMES IS
NECESSARY TO DETERMINE THE INSSTITUTIONAL STATUS OF MEDICARE
ELIGIBLES WHICH IS USED AS INPUT TO THE AAPCC CALCULATION
PROCESS.
