Abstract: SCIENTIFIC INSTITUTIONS MAY NEED TO UTILIZE DISTILLED SPIRITS FOR RESEARCH OR EXPERIMENTATION. SINCE SPIRITS WILL NOT BE SOLD OR USED AS BEVERAGE, NO TAX NEED BY PAID. THIS RECORD ESTABLISHES SYSTEM TO CONTROL AND ACCOUNT FOR SPIRITS. ALLOWS SPIRITS TO BE TRACED, PREVENTS DIVERSIN TO UNTAXPAID BEVERAGE USE.
