Abstract: THE HIGHWAY REVENUE ACT OF 1982 REPEALED OR REDUCED THE TAX ON CERTAIN TIRES AND INCREASED THE TAX ON OTHERS. CONSEQUENTLY, FLOOR STOCKS TAX AND FLOOR STOCKS REFUND PROVISIONS WERE ADOPTED. THE TEMPORARY REGULATIONS IMPLEMENT THESE PROVISIONS BY IMPOSING COLLECTION AND INFORMATION REQUIREMENTS.
