Abstract: THE SUBMISSION OF THE HOUSING ASSISTANCE PLAN BY ENTITLEMENT GRANTEES FULFILLS THE SUBMISSION REQUIREMENTS OF SECTION 104(C) OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, AS AMENDED (PUBLIC LAW 93-383). THE HAP IS ALSO USED BY THE DEPARTMENT TO MEET ITS OBLIGATIONS UNDER 104(D). (SEE JUSTIFICATION.)
