Abstract: IF PHA WANTS INCOME LIMITS THAT ARE HIGHER OR LOWER THAN 80-90% OF SECTION 8 INCOME LIMITS JUSTIFICATION MUST BE SUBMITTED TO HUD. AFFEC THOSE PHAS WHERE THERE IS ADEQUATE SUPPLY OF DECENT AFFORDABLE HOUSING FOR FAMILIES WHOSE INCOMES ARE BELOW 80-90% OF SECTION 8 LIMITS ALSO AFFECTS PHAS WHERE HIGH HOUSING COSTS.
