This information
collection is disapproved for the following reasons. Although the
statute does require public disclosure of this information, it is
not required until the appropriate agencies have issued regulations
implementing such disclosures. These regulations have not been
issued. Accordingly, there is no statutory and regulatory basis for
this collection of infomation. Further, even for a voluntary report
the agencies would virtually be giving no advance notice of this
collection. Considering that fact and the fact that the agencies
already have the information available, this collection would be
overly burdensome to the banks to report on such short notice and
would also be a duplicative reporting requirement. Therefore,
because December 1983 disclosure is not required by statute, is
duplicative of information already collected and is not required
for the proper performance of the agency function this request is
disapproved. The previous clearance for the Country Exposure Report
is continued.
