pursue its regulatory revision.

THE FTZ ACT REQUIRES THAT AN
APPLICATION BE MADE TO THE FTZ BOARD FOR AUTHORITY TO ESTABLISH A
FOREIGN-TRADE ZONE PROJECT IN A PORT OF ENTRY COMMUNITY. APPLICANT
NORMALLY IS A CITY, STATE, PORT AUTHORITY AND OTHER PUBLIC OR
QUASI-PUBLIC ORGANIZATION.
