Abstract: THE REQUIREMENTS ARE TO ENSURE SAFE SHIPMENT OF BULK LIQUID HAZARDOUS CARGOES. THEY ARE USED TO DETERMINE THAT A BARGE MEETS PART 151 SAFET STANDARDS AND TO ENSURE THE BARGE'S CREWMEMBERS HAVE THE INFORMATION NECESSARY TO OPERATE THE BARGES SAFELY. RESPONDENTS ARE PRINCIPALLY BARGE OPERATORS.
