with a revised justification statement describing why it should
take as much as 40 hours, on the average, to compile adequat
documentation each time a utility incurs a reimbursable cost. The
justification statement must also summarize FHWA's efforts, if any,
to reduce the hourly burden associated with these recordkeeping
activitie If there have been no such efforts, or those that
occurred were not successful, the justification statement must
explore alternative ways to reduce the hourly burden substantially
(by 25%, for example) consistent with the statutory
requirements.
