Abstract: THE DISTRIBUTION LICENSE PROCEDURE IS A "BULK-TYPE" LICENSING PROCEDUR DESIGNED TO FACILITATE THE EXPORT OF COMMODITIES UNDER LARGE-SCALE INTERNATIONAL MARKETING PROGRAMS. THE PROCEDURE IS BEING AMENDED TO PREVENT ILLEGAL DIVERSION CONTRARY TO U.S. NATIONAL SECURITY.
