CONTRACTOR BENEFITS IN THAT CONTRACTOR FUNDS ARE NOT OBLIGATED AND ADMINISTRATION OF SHIPMENT IS HANDLED BY THE GOVERNMENT. SEE ATTACHMENT 3.
