Terms of Clearance: NOT APPROVED. HHS HAS FAILED TO JUSTIFY THE PRACTICAL UTILITY OF THE PROPOSED STUDY. THE STUDY LACKS ANY MEANS OF RELATING FINDINGS concerning health conditions of refugees following resettlement to the PROVISION OF SPECIFIC HEALTH SERVICES TO THE STUDY POPULATION. ALSO, THE STUDY DOES NOT ADDRESS HEALTH SERVICES PROVIDED TO REFUGEES IN CAMPS OVERSEAS IN ANTICIPATION OF THEIR IMMIGRATION INTO THE UNITED STATES. THUS, THE STUDY PROVIDES NO BASIS FOR THE DEVELOPMENT OF RECOMMENDATIONS FOR MODIFICATION OF FEDERAL PROGRAMS SUPPORTING THE PROVISION OF HEALTH SERVICES FOR THE PURPOSE OF IMPROVING REFUGEE HEALTH OUTCOMES. SINCE THE STUDY WILL NOT RELATE HEALTH OUTCOMES TO SPECIFIC ASPECTS OF HEALTH SERVICES DELIVERY, IT WILL NOT PROVIDE USABLE INFORMATION ACHIEVE SOCIAL AND ECONOMIC SELF-SUFFFICIENCY. WE ALSO NOTE THAT THE STUDY MAKES NO ATTEMPT TO CAPTURE THE INFORMATION AVAILABLE FROM HEALTH SERVICES PROVIDED TO INDIVIDUAL REFUGEES. WHILE WE FIND THAT the serious differencies of the proposed study do not warrant a findin OF PRACTICAL UTILITY, WE MAKE NO JUDGMENT CONCERNING THE USEFULNESS TO THE FEDERAL GOVERNMENT OF OTHER RESEARCH ON REFUGEE HEALTH STATUS AS RELATED TO EFFETIVENESS OF SERVICE DELIVERY SYSTEMS.

Abstract: SOUTHEAST ASIAN REFUGEES ARRIVE IN THE U.S. IN POOR HEALTH STATUS. FEDERAL, STATE AND LOCAL GOVERNMENTS PROVIDE HEALTH INSURANCE AND SERVICES TO IMPROVE AND SAFEGUARD REFUGEE HEALTH. THIS STUDY WILL EXAMINE REFUGEES AND COMPARE THE RESULTS AGAINST ENTERING HEALTH STATU SOME 18 MONTHS EARLIER AND AGAINST THE HEALTH STATUS OF A SIMILAR DOMESTIC POPULATION GROUP.
