Terms of Clearance: THIS SUBMISSION IS DISAPPROVED BECAUSE OF THE LOW RESPONSE RATE, AND BECAUSE OF THE INCLUSION OF QUESTIONS (1) ON PENSIONS THAT ARE NOT GERMANE TO THE SURVEY (2) ON ENFORCEMENT THAT SUGGEST POTENTIAL UNCONSTITUTIONAL ACTIVITIES, AND (3) ON OPINIONS REGARDING TAX LAWS WHICH BECAUSE OF THEIR SEQUENCE COULD INFLUENCE ANSWERS TO QUESTIONS ON TAX ADMINISTRATION. SUBSEQUENT TO OUR FEBRUARY 16 MEETING WITH TREASURY AND IRS IN WHICH WE SUGGESTED THEY WITHDRAW THIS REQUEST AND REPLACE IT WITH A PILOT TEST SURVEY, TREASURY SUBMITTED A PILOT TEST F CLEAANCE BUT DID NOT WITHDRAW THE BASIC SURVEY. BECAUSE WE CANNOT ASSESS THE PRACTICAL UTILITY AND RELIABILITY OF THE SURVEY BEFORE THE PILOT TEST RESULTS ARE IN (INCLUDING THE ABOVE NOTED PROBLEMS WE RAISED WITH THE SURVEY), WE ARE DISAPPROVING THIS SUBMISSION AND WILL REVIEW THE REQUEST FOR THE PILOT TEST AS A SEPARATE CLEARANCE.

Abstract: IRS IS ATTEMPTING TO UPDATE ITS KNOWLEDGE CONCERNING TAXPAYERS' VIEWS ON TOPICS RELATED TO IRS' ADMINISTRATION OF THE TAX SYSTEM. THE LAST IRS PUBLIC OPINION SURVEY WAS CONDUCTED IN 1980. RESEARCH HAS SHOWN THAT TAXPAYER ATTITUDES/OPINIONS HAVE CHANGED SIGNIFICANTLY SINCE THE LAST SURVEY. SURVEY SAMPLE WILL BE COMPRIZED OF 2,000 NON-INSTITUTIONALIZED TAXPAYERS IN THE COTERMINOUS U.S.
