Abstract: THIS STUDY WILL IDENTIFY BARRIERS WOMEN-OWNED AND MINORITY OWNED SMALL BUSINESS FACE IN FINANCIAL MARKETS. THE STUDY WILL PROVIDE THE BASIS FOR INTERNATIONAL ESTIMATES, IDENTIFICATION OF BARRIERS, ESTIMATE DIFFERENTIALS IN BARRIERS BETWEEN GROUPS, AND SUGGEST POLICY ISSUES.
