Approval is
contingent upon moving question 8 to question 5 and revising it to
read: The Federal Acquisition Regulation (FAR) System, which became
effective on April 1, 1984, has broadened the role of the DAR
Council. I~n addition to actions relating solely to DOD, NASA has
been added to the DAR Council for FAR matters and additional
responsibilities have been added for management of the FAR with
government-wide impact. The DAR Council will assume a major role in
the maintenance of the FAR. It is expected that the DOD FAR
Supplement will shrink as more material is folded into the FAR.
Ideally, there should eventually be no need for a DOD Supplement
provided that allowance is made for policies and internal
management procedures peculiar to the military departments. Given
this scenario, what changes should be made, if any, to DAR Council
evolve into or be integrated with a single government-wide FAR
Council? Assuming the feasbility of a single FAR Council, what
proportion of representation should DOD have?
