Abstract: RESPONSES WILL PROVIDE UNIQUE DATA ON CHARACTERISTICS OF FORMER DOD CIVILIAN EMPLOYEES WHICH ARE RELATED TO THE WILLINGNESS OF CRITICAL SKILL HOLDERS TO RETURN TO DOD AND TO RELOCATE IN ORDER TO WORK, AND ON POLICY CHANGES POSSIBLY REQUIRED IN ORDER TO ATTRACT AN OPTIMUM OF SKILLED EMPLOYEES DURING MOBILIZATION.
