Unless the
agency is able to demonstrate that the submission of 4 copies (7
copies in the case for hardrock minerals) is necessary to satisfy
statutory requirements or other substantial need, regulations at 43
CFR 11 should be changed to require only submission of an original
and two copies of the application.
