SPECIALLY DENATURED OR TAX-FREE SPIRITS TO AUTHORIZED USERS. THE
INFORMATION IS EXAMINED BY ATF FIELD INSPECTORS TO INSURE THAT
SPECIALLY DENATURED AND TAX-FREE SPIRITS PERMITTEES HAVE NOT
VIOLATED THE TERMS OF THEIR PERMITS BY RECEIVING MORE ALCOHOL THAN
THOSE PERMITS ALLOW.
