The discussion of this ICR's effect on small business is flatly poor. The actual time spent by a small business may be less than that spent a large business. However, this "smaller burden" may still represent a proportionately greater effort for a small business. This section should be completely rewritten. . Any resubmission sould more thoroughly justify the number of responden and the burden hours per respondent. . The 60 day limitation on submitting a determination request should be reexamined and submitted to the PIRT task force for its consideration.
