Abstract: WITHIN THE THREE BROAD PURPOSES OF THE UMT ACT, FOUR SPECIFIC AREAS OF OBJECTIVES ARE SET FORTH FOR THE CAPITAL GRANT PROGRAM. THE SECRETARY OF TRANSPORTATION IS FURTHER REQUIRED BY THE ACT (AUTHORITY DELEGATED TO UMTA) TO MAKE A FINDING THAT THE PROPOSED PROJECT IS ESSENTIAL TO THE PROGRAM OF PROJECTS REQUIRED BY 49 USC 1607.
