THE CIAP STU IS NOT APPROVED BECAUSE THE STUDY HAS LIMITED PRACTICAL UTILITY DUE TO THE ABUNDANCE OF QUESTIONS THAT ARE OPEN ENDED AND REQUIRE SUBJECTIVE RESPONSES. HUD IS ADVISED TO REASSESS THE BASIC CIAP STUDY OBJECTIVES AND DEVELOP QUESTIONS THAT RESTRICTS THE RANGE OF RESPONSES TO BETTER FACILITATE ANALYSIS.

Abstract: THE MODERNIZATION NEEDS STUDY MUST OBTAIN UPDATED INFORMATION ABOUT PUBLIC HOUSING PROJECTS, BUILDINGS, AND DWELLING UNITS (MODERNIZED NEEDS DATA FORM), COLLECT DATA CONCERNING THE OPERATIONS AND EFFECTIVENESS OF CIAP (COMPREHENSIVE IMPROVEMENT ASSISTANCE PROGRAM), AND OBTAIN DATA ON THE INCIDENCE OF LEAD-BASED PAINT. NATIONAL ESTIMAT OF MOD. NEEDS AND COSTS WILL BE ESTIMATED. PUBLIC HOUSING AUTH. ARE AFFECTED.
