Abstract: THE SMALL BUSINESS ADMINISTRATION NEEDS THE CROSS-INDEXED DATABASE TO PROMOTE PARTICIPATION IN FEDERAL R&D AWARD PROGRAMS BY MINORITY OWNED FIRMS AND HISTORICALLY BALCK COLLEGES AND UNIVERSITIES (PURSUANT TO EO 12330).
