Abstract: REGULATIONS PROVIDE FOR NON-FEDERAL USE OF BLM ADMINISTERED LAND VIA LEASE, PERMIT OR EASEMENT. ANTICIPATED USES INCLUDE AGRICULTURE, TRADE AND MANUFACTURING CONCERNS AND BUSINESS USES SUCH AS OUTDOOR RECREATION CONCESSION.
