IS NECESSASRY TO ASSURE THAT RAILROAD SIGNAL SYSTEMS ARE TESTED AND MAINTAINED IN SAFE AND SUITABLE CONDITION, THAT THE SYSTEMS INSTALLED PROVIDE THE PUBLIC AND RAILROAD EMPLOYEES THE SAFETY INTENDE BY CONGRESS IN THE ACT, AND THAT MODIFICATIONS OR MALFUNCTIONS IN SUCH SYSTEMS ARE REPORTED.
