Abstract: PHA'S MUST SUBMIT AN APPLICATION IN ORDER TO RECEIVE AN ALLOCATION OF MODERATE REHABILITATION UNITS. THE APPLICATION IS NEEDED BY HUD FIELD OFFICES TO MAKE A FUNDING DECISION BASED ON A DETERMINATION OF CONSISTENCY WITH LOCAL HOUSING NEED AND EVIDANCE OF PHA CAPABILITY.
