Terms of Clearance: THIS SUBMISSION IS DISAPPROVED BECAUSE IT DOES NOT ADEQUATELY EXPLAIN THE NEED FOR THE DATA NOR HOW THEY WOULD BE USED TO MEET THE PRACTICAL UTILITY TEST. IT ALSO DOES NOT MEET OMB STANDARDS FOR STATISTICAL SAMPLING (DOES NOT PROVIDE RESPONSE RATES), FAILS TO NOTIFY THE RESPONDENT WHO THE SURVEY SPONSOR IS AND THAT THE SURVEY IS VOLUNTARY, AND DOES NOT DISTINGUISH BETWEEN "ABUSIVE, BUT LEGAL" AND "ILLEGAL" TA SHELTERS. BECAUSE OF THE EXTREMELY LATE SUBMISSION WHICH ALLOWED ONLY ONE DAY FOR REVIEW, TREASURY COULD NOT ADDRESS THESE PROBLEMS IN TIME TO MEET THE CONTRACTOR'S SCHEDULE FOR CONDUCTING THE SURVEY.
