Abstract: NCES WAS MANDATED BY P.L. 93-380 TO "ASSIST STATE AND LOCAL EDUCATIONAL AGENCIES IN IMPROVING AND AUTOMATING THEIR STATISTICAL AND DATA COLLECTION ACTIVITIES".
