Abstract: COKE BY-PRODUCT RECOVERY PLANTS KEEP RECORDS AND NOTIFY EPA OF CONSTRUCTION/RECONSTRUCTION AND STARTUPS. THEY ALSO SUBMIT SEMI-ANNUA REPORTS OR EXCESS BENZENE EMISSIONS. THE AGENCY USES THIS INFORMATION TO ENSURE ATTAINMENT AND MAINTENANCE OF THE STANDARD BY GUARANTEEING THE APPLICATION AND PROPER OPERATION OF THE BEST AVAILABLE TECHNOLOGY.
