Terms of Clearance: DISAPPROVED ON THE GROUNDS THAT DATA FROM THE STUDY WOULD OVERLAP DATA AVAILIBLE THROUGH THE VOCATIONAL REHABILIATION PROGRAM AND/OR BUREAU FOR THE EDUCATION OF THE HANDICAPPED. HOWEVER, TO THE EXTENT THAT SSA CAN PROVIDE FURTHER JUSTIFICATION FOR THE STUDY, WE ARE OPEN TO RECONSIDERING THIS STUDY. FURTHER JUSTIFICATION INFORMATION INCLUDES:INFORMATION ON HOW DATA WOULD DIFFER FROM DATA AVAILIBLE UNDER THE VOCATIONAL REHABILIATION PROGRAM, INFORMATION ON SSA CONSULTATION WITH THE DEPARTMENT OF EDUCATION AS TO DATA AVAILIBLE FOR AND PROGRAMS THEY HAVE TARGETING THIS POPULATION (i.e.,SHELTERED WORKSHOPS). IN ADDITION, THE FOLLOWING DATA SHOULD BE PROVIDED WITH ANY RESUBMISSION:DATA ON THE SIZE OF THE SSI POPULATION WHICH IS POTENTIALLY AFFECTED BY AN EXPANDED PROGRAM OF THIS NATURE, INFORMATION ON WHAT PERSONS' (WITH IQs OF LESS THAN 60) CAPABILITIES ARE, AND INFORMATION ON HOW THE $730,000 ALREADY OBLIGATED HAS BEEN SPENT.

Abstract: THIS PROJECT IS NEEDED TO EVALUATE THE FEASIBILITY AND COST-EFFECTIVENESS OF PROVIDING TRANSITIONAL-EMPLOYMENT TRAINING TO MENTALLY RETARDED SUPPLEMENTAL SECURITY INCOME RECIPIENTS. THE RESULT WILL BE USED TO PROVIDE EVIDENCE REGARDING THE EFFECTIVENESS OF THIS WORK-ORIENTED APPROACH TO HABILITATING MENTALLY RETARDED SSI RECIPIENTS THUS EXPOSING POTENTIAL SAVINGS IN SSI PAYMENTS OF BENEFITS
