Terms of Clearance: As indicated in the meeting of July 31, 1984, we have 3 major areas of CONCERN WITH THIS STUDY. FIRST, THE STUDY DOES NOT APPEAR TO BE NECESSARY FOR THE AGENCY'S FUNCTION AS DEFINED BY SECTION 503 OF THE REHABILITATION ACT OF 1973. THE NEED FOR THIS STUDY IN LIGHT OF THE RESPONSIBILITIES ASSIGNED IN SECTION 503 HAS NOT BEEN IDENTIFIED. SECOND, SEVERAL STUDIES ON THIS SAME ISSUE, INCLUDING A RECENT DOL STUDY, HAVE BEEN COMPLETED. HENCE, THE NEED FOR FURTHER STUDY IN THIS AREA HAS NOT BEEN JUSTIFIED. THIRD, THE PROPOSED METHODOLOGY AND SAMPLING APPROACH DO NOT APPEAR TO BE ADEQUATE TO ACHIEVE THE STATED OBJECTIVES OF THE STUDY. AS A CONSEQUENCE, THE RESULTS THAT WOULD BE OBTAINED WOULD NOT HAVE ANY PRACTICAL UTILITY. BASED ON OUR JULY 31 DISCUSSION AND THE SUBMISSION, WE HAVE THEREFORE CONCLUDED THAT THIS STUDY WILL NOT SERVE ANY PRACTICAL PURPOSE AND DOES NOT APPEAR NECESSARY FOR THE PROPER PERFORMANCE OF THE AGENCY'S FUNCTION.

Abstract: THE COST TO THE FEDERAL CONTRACTORS OF HIRING THE HANDICAPPED UNDER AFFIRMATIVE ACTION REGULATIONS IS BEING STUDIED. A SURVEY WILL BE CONDUCTED OF PERSONNEL MANAGERS, SUPERVISORS, AND EMPLOYEES. THE DATA WILL BE ANALYZED TO ESTIMATE DIFFERENCES IN COST AND JOB PERFORMANCE BETWEEN HANDICAPPED AND NON-HANDICAPPED WORKERS.
