Abstract: FOREIGN FLAG VESSELS MUST MAKE APPLICATION TO THE CUSTOMS SERVICE TO PERFORM SALVAGE OPERATIONS IN THE TERRITORIAL WATERS OF THE UNITED STATES. IF THE APPLICATION IS APPROVED, THE APPLICANT MUST THEN MAKE A FULL REPORT TO CUSTOMS UPON COMPLETION OF THE SALVAGE OPERATION.
