EPA has failed
to demonstrate practical utility of receiving reports of all manual
discharge and relief valve discharges within ten days of their
occurrence. Under the authority of 5 CFR 1320.14(B), OMB is
therefore requiring the agency to amend 40 CFR 61.68 and 61.70 to
delete these requirements following the timetable established by 5
CFR 1320.14(f) and (g). OMB approves this information collection fo
eight months only, in order to allow EPA time to revise the
regulation which requires its collection.

CERTAIN CHLORIDE/DICHLORIDE PLANTS
MUST SUBMIT DETAILS OF DISCHARGES OR RELIEF VALVES AND MANUAL VENT
VALVES TO EPA WITHIN TEN DAYS OF EACH DISCHARGE. THESE REPORTS HELP
ENSURE PROPER PLANT OPERATING AND MAINTENANCE PROCEDURES AND
ENFORCEMENT OF THE STANDARDS.
