MUST DO ALL THOSE THINGS NECESSARY TO PROTECT, MAINTAIN AND SELL
THE PROPERTIES JUST AS ANY OTHER REAL ESTAT OWNER. IT DOES THIS
THROUGH PROCUREMENT CONTRACTS WITH THE PRIVATE SECTOR.
