PROVISIONS (P.L. 98-180) REQUIRE THE
SECRETARY TO PROVIDE, BY NOT LATE THAN JANUARY 1, 1984, A MILK
DIVERSION PROGRAM UNDER WHICH THE SECRETA SHALL OFFER TO ENTER INTO
A CONTRACT WITH ANY PRODUCER OF MILK FOR THE PURPOSE OF REDUCING
THE QUANTITY OF MILK MARKETED FOR COMMERCIAL PURPOSES DURING THE
15-MONTH PERIOD BEGINNING JANUARY 1, 1984. EACH PRODUCER WHO ENTERS
INTO A CONTRACT MUST PROVIDE THE SECRETARY A PLAN THAT DESCRIBES
THE MANNER IN WHICH THE PRODUCER INTENDS TO ACHIEVE
