Terms of Clearance: Small Business: The absolute burden may indeed be lower for a small business, but the burden relative to the organization's size may be quite substantial. Subsequent submissions should examine this point. . Future submissions should also show how EPA determined that 80 hours is necessary to prepare a baseline monitoring report. . EPA should submit a correction/change sheet so that OMB's inventory shows the 1985 burden for this report, NOT an average of the next thre years. If the burden hours change in years 2 or 3 of the clearance, E should submit correction/change sheets to adjust OMB's inventory. . Please submit a letter by January 31, 1985 to the OMB/OIRA Desk Office for Water explaining why the pollutant measurement requirements of Section 403.12(b)(5) must be so specific and why they cannot provide t flexibility of Section 403.12(b)(5)(vii). In particular, why specify required techniques in this regulation and why not tailor the measurin requirements a POTW may require when it submits a pretreatment program for approval?

Abstract: INDUSTRIAL USERS SERVED BY POTW'S AND SUBJECT TO SPECIFIC CATEGORICAL STANDARDS ARE REQUIRED TO SUBMIT BASELINE MONITORING REPORTS TO THE APPROPRIATE CONTROL AUTHORITY. THE REPORTS CONTAIN BASIC IDENTIFICATION AND COMPLIANCE INFORMATION. THE REPORTS ARE USED BY THE CONTROL AUTHORITY TO ESTABLISH, VERIFY, OR EXPAND INFORMATION ON INDUSTRIAL CONTRIBUTION TO POTW'S.
