DEALER/DISTRIBUTOR DATA ON TIRE REGISTRATION PRACTICES AND COLLECT
MANUFACTURER SHIPMENT/REGISTRATION DATA BEFOE AND AFTER PASSAGE OF
PL 97-331 AND AFTER IMPLEMENTATION OF NEW RULE. SECRETARY IS
REQUIRED BY PL 97-331 TO EVALUATE TIRE REGISTRATION PROCEDURE
EFFECTIVENESS, DETERMINE WHETHER TO IMPOSE NEW REQUIREMENTS AND
REPORT TO CONGRESS.
